How country overrides work
For example: GCC regional rules apply by default. Saudi Arabia has additional country-specific rules — alcohol advertising, royal family references, and Ramadan sensitivity — that are layered on top of regional defaults automatically when Saudi Arabia is selected. Country-level rules take precedence over regional defaults where they differ.
